According to the report, over 90% of the APIs used in U.S. generic drugs are imported from overseas. More than 700 key starting materials for essential prescription medicines are sourced from China, and 211 pharmaceutical products currently have no viable alternative supply source. Over half of the bulk APIs imported by the EU come from China, while 70% of Germany's antibiotic and anticoagulant APIs are purchased from Chinese suppliers.

Based on these findings, senators at the hearing put forward supporting policy proposals, including increased subsidies for domestic API production capacity, differentiated tariff adjustments for APIs imported from China, and a requirement for pharmaceutical companies to establish dual-sourcing supply systems to strengthen the resilience of domestic medical raw material supply chains.
